The aim of this programme is to influence migratory movements. Actions taken in co-operation with third countries will have the objective of increasing the capacity of the Community and partner countries’ capacity in the area of migration management. To meet those objectives, activities are divided into four strands, which may run concurrently.

(i) Action called for in the action plans developed by the HLWG in the area of migration where there still is a need for funding by the Community.

(ii) Support to Afghanistan and the neighbouring countries in the area of migration management and return of qualified Afghan nationals from abroad within the framework of the comprehensive Commission policy on Afghanistan.

(iii) Analysis of structural features of development associated with migratory flows.
